Three OpenAI bots, three purposes
GPTBot collects content for training. OAI-SearchBot builds the search index for ChatGPT – pages that block it don't appear in search answers, according to OpenAI. ChatGPT-User fetches pages when a user asks ChatGPT to. Every rule in robots.txt only applies to the name it lists.
Block it or not?
Blocking GPTBot prevents new content from flowing into the training of future models, but you remain visible in ChatGPT search via OAI-SearchBot. That can make sense for publishers; for most brands, visibility matters more. How often GPTBot and other bots actually visit is shown by GeoStars' bot analysis, based on server logs.
